范围说明（Review 阻塞项 2）：scripts/submodule-consistency.sh 要求 deps/agent-native、deps/agent-intent 内嵌的 Guidelines/错误码/日志 gitlink 与本仓一致；本 PR 把 Guidelines 固定到 2688fd2 后，按最小修复把这两个 gitlink 升到各自已合入治理采纳的 main（Agent-Native 14d4869、Agent-Intent 651a2e1；两者相对原固定版本只增治理文件、不改 Go 代码），其余 gitlink 不动。核对见证据 scripts/submodule-consistency.sh。

引导说明：AGENT-EXECUTION.md 由 host 以固定版本治理套件（dm-server governance init @ bd3a7de57a3a9e1a4495b94c5fa5c08d71e7be8c）生成并作为引导配置提交（执行器运行前必须存在有效配置；沿用 DM 采纳先例）；其余文件由实施单元生成。
