Cover the surface tables in storage-migrate's copy list

Why: the copy-order coverage guard caught that backend PR #143's new tables (surfaces, surface_revisions, plugin_activation) were absent from the migration list - they would have been silently skipped on real migrations. Evidence: TestCopyOrderCoversAllFixtureTables failed on the merged main and passes with the addition; full migrator suite green on SQLite and real PostgreSQL. Impact: copyOrder list only; ordered after their referenced owners/projects. Refs: backend PR #143; Dev U4 task.
