补一笔（架构修正）：命令类型经闸门表面投影

test-boundaries 拦截了 #74 引入的一个违规：internal/route 直接 import 了 agent-intent，而边界规则规定生态库只许被 adapters/intent 与 internal/intentgate 导入。按架构本意修正：

intentgate 以类型别名投影 Command/ActionRef 与相关常量（CommandStart、Action*）；
internal/route 与 runmgr 只依赖闸门表面，不再直接 import 生态库。

lint-boundaries 通过；go test ./... 30 包全 ok（route 7 测与既有回归不动）。

主任务：Dev 仓 feature/agent-stack-i1。

Why: The boundary linter allows agent-intent imports only in the
adapter layer; route and runmgr consume aliases from intentgate
instead of importing the ecosystem library directly.

Evidence: lint-boundaries passes below; backend suite green.

Impact: intentgate re-exports Command/ActionRef and the kind
constants; route drops the agent-intent import.
