Why: native ead690be (Agent-Native#24) keeps workspace-less requests out of the process CWD — the Dev CI build step requires a clean tree after make test (run 1144 failure); squad 029edc08 (Agent-Squad#28) carries it.

Evidence: go build + go test ./... green on this combination.

Impact: none beyond the pins.
