Merge origin/main into feature/scratch-session-general-agent

Why: main advanced with agent-stack audit batch-1; resolve the Bus
struct conflict by keeping both hostProjectGuard and operationQuery.

Evidence: go test ./internal/cmdbus ./internal/app ./internal/runmgr
./internal/server ./internal/store pass locally (SELF).

Impact: scratch host guard retained alongside the new operation query
port; deps gitlinks match origin/main.

Agent-System-Backend
