P2 修复：Dev 组合构建经 make contracts 从 Core ts/types.ts 重新生成 frontend/ui 的 contracts.ts——受管 scope 字段此前只落在 frontend 镜像（Frontend #78），构建时被权威源覆盖丢失（Dev CI TS2339）。本提交把 scope?: 'system' 加到权威 TS 镜像，与已合入的 Go 契约（Core #30 的 SettingDesc.Scope）对齐。
Why: 契约权威源单一化，镜像不能先行。 Evidence: go test ./... 全绿；生成链路由 Dev 组合 CI 验证（随 Dev pin bump）。 Impact: ts/types.ts 加可选字段。
