Why: The previous session staged the stage 4 approval of the r0.6 transport design and its precheck receipt without committing them.
Evidence: Card-only change; the precheck receipt was written by make evidence on 2026-10-14.
Impact: Task card only; PROJECT.md and the documents pointer are refreshed during the main sync.
