Connect the project entrypoint to the planning index candidate

Why: make existing directions, milestones and tasks discoverable with their evidence boundaries.

Evidence: all 19 proposals are covered, 55 PR records were checked, and make test passed on the staged combination; original SELF receipts are preserved.

Impact: local documentation candidate only; the Documents candidate includes the N2 proposal already on Documents main, with Dev PR 244 coordination still recorded.
