Why: master record records U3 as merged (Documents 74e4163); Dev gitlink and PROJECT.md must follow.

Evidence: Documents PR #69 merged=True; closeout doc check receipt in card; RDM PR #201 merge dbc41b6.

Impact: modules/documents gitlink, PROJECT.md, task card; no code change.
