Subject: [PATCH] Pin final local project source gate

Why: Local-mode formal command preflight requires the explicit auth-off authorization epoch.

Evidence: Backend f8ea71f passes app tests and the combined real HITL flow.

Impact: The Dev candidate matches the RDM product Backend pin.
