+目标：`AGENT-EXECUTION.md` 的四个角色候选均为 cursor(`auto`)、antigravity(`gemini-3.8-flash-high`)、pi-glm(`zai-coding-cn/glm-5.3-flash`)、pi(`minimax-cn/MiniMax-M3`)，codex(`gpt-6.1-sol`) 固定为最后候选；去掉 `emergency_profile`，`max_attempts_per_profile: 3` 对含 Codex 在内的每个候选生效。`policy/delivery.md`、`policy/governance.md`、`policy/tool-adaptation-matrix.md` 同步：安全可恢复失败自动换候选、不询问用户；Codex 之外的候选顺序可按角色调整但 Codex 必须最后；全部安全耗尽后 host 暂停并询问用户是否重试，仍不代写。
