U2 收尾：主记录进展回填 + Dev 组合钉入。

  • modules/documents gitlink → 559af219（Documents PR #67：方案状态行/§U2 进展段/INDEX 记录 U2 已实施合入）。
  • PROJECT.md 规划入口行同步（U1、U2 已合入 RDM PR #195/#197）。
  • 任务卡 feature-rdm-u2-closeout：收尾产物清单与下一步建议（U3 或基座扩展立项，待授权）。

Why: 交付规范要求任务完成时依据实际结果更新适用规划进展并钉入组合。
Evidence: SELF U2 closeout 文档检查 exit 0（收据在任务卡）；RDM #197/#198 与 Documents #67 merged=True 经 API 复核；本 PR 由 CI 在 HEAD 运行 make test＋make build（GATE）。
Impact: 仅 gitlink、PROJECT.md 与任务卡；无代码变更。
