方案：声明即展示元数据——扩展面只加注册口与规格类型；记录与下发复用 WP3-I4 的注册面摘要通道（applyCompiled→srv.CompiledPlugins）；前端按声明 id 映射内置组件（rdm.audit→RdmAuditWorkspace），未知 id 显式占位（版本不匹配可见可诊断）；入口门控与 KTD4 一致：内置区仅 isAdmin，声明区全员，区内能力由组件命令面判定。
实施计划：Backend（extension.go/surface.txt/compiled.go/server.go + 单测）→ Frontend（contracts/api/store/TaskSidebar/AdminZone）→ RDM（pins bump + plugin.go 声明）→ Dev gitlink → make test → 证据三段 → PR。

目标：基座管理区可承载编译插件声明的展示分区（通用声明机制，AdminZone 不硬编码任何领域）：扩展面 2.9.0 新增
Registry.AddAdminZone+AdminZoneSpec；装载期声明记入注册面摘要，新端点GET /api/admin-zone/sections展平下发；前端 AdminZone 合并「管理员内置区」与「声明区」，系统管理入口在 isAdmin ∥ 存在声明区时可见；RDM 侧注册rdm.audit（项目追溯与审计）声明，复用 U4 工作台组件。对两类管理员（基座超管 + RDM 域管理员）开放（KTD4）；能力由服务端下发、前端只消费不合并角色——分区内数据可见性仍由 rdm.inspect.* 命令面 fail-closed。非目标：不做分区级基座权限判定/角色合并（声明只携带展示元数据）；不做目录插件 manifest 声明通道（后续按需扩展）；不改 U4 工作台组件本体；不动 RDM 授权判定（U1 AuthorizeAudit 不变）；不新增组件测试框架（组件级覆盖走 e2e 体系，本增量不建）。
