Why: dev 实测生成页（kv/表格/列表节点）在 MiniMax-M3 的 {"item":…} 包装下全部 invalid-spec 落不了库；页面提交委派给 general 子代理又因工具集缺 generative-ui.present 必然失败（事件 seq 1395/1396/2171）。backend 3d850a2 修复层解包 + cells 按列配对 + 子代理工具白名单放行。

Evidence: 任务卡三段（precheck/task-sync/make test）由 make evidence 写入（SELF）；红测复现线上原错→修复转绿；组合 make test 在同步后 head 上 exit=0。CI 重放（GATE）。

Impact: 生成页恢复落库；子代理可提交页面。请先合 backend PR #166，再合本 PR。
