Why

Documents PR #85 合入「RDM 功能、实现与计划矩阵及整改方案 r1」（34 UR / 68 SR / 10 F 矩阵 + U1-U9 工作包 + 发布补记），Dev 工作区按跨仓 gitlink 流程消费该文档。

  • 组合验证 make test exit=0（首次 exit=2 为提交前 pin 漂移守卫预期拦截；证据行在任务卡，SELF）；CI 于 PR HEAD 复核（GATE）
