P1-B of the S9 acceptance report (finding 3 ruling).

  • The project settings modal hosts override settings (model and key group, masked) now render only for the project owner or a system admin; other viewers get an explanatory empty state.
  • The modal entry stays so granted duty managers keep the RDM tabs; members/duties/matrix keep their own fail-closed gating (data plane already verified zero-leak in S9).

Evidence: frontend change merged as Agent-System-Frontend #93 (vitest 34 files / 293 tests pass, tsc clean); this PR bumps modules/frontend to 3bbb918 and the Dev composition CI validates the combination.
