P0-B observation fix: user create --password is rejected (RECOVERY_CONTRACT_REPLACED) since the 2026-10-13 recovery contract, so scripts/e2e.sh could no longer seed its fixture.

Seeding order is now serve-first (base store), identity ensure with a migration race retry, base bootstrap-admin with login-key delivery, API redeem and password setup (E2E_PASSWORD2 remains the effective password, so the specs need no change); dead finish_password_gate removed.

Evidence: full scripts/e2e.sh run exit=0 — rdm-audit suite 5 passed, plain-base phase 2 passed (task card evidence row).
