Why: Backend#90 merged the subagent transcript/resume/notice work;
Native#29 and Squad#33 carried the Background field; Dev pins and the
increment record follow.
Evidence: check-pins pins ok; WP5 chain CI green on every merge head;
the three WP5 acceptance tests are GATE on backend main 7980a8a2.
Impact: subagents are resumable with per-run transcripts and durable
notices.
