weichen 2ee76ed03d Point the core and ui pins at the contract authority update ...

Why: the TypeScript contract authority gained the usage split fields
(Core a253a40b) and the ui mirror was regenerated (UI 76d66337); the
Dev build step regenerates contracts.ts from the authority, so the
pins must carry this combination for the worktree check to pass.
Evidence: make contracts on this combination produces byte-identical
files (verified locally).
Impact: none beyond the pins.
