Why: The task card still had a placeholder for the primary record after the pull requests were opened. Evidence: Dev #115 and Frontend #28 are the open records for this branch. - 目标：忙时「继续输入以排队」。队列可改、可删、可立即发送（忙则放到队首）。run 完成或失败后按序发送。HTTP 409 入队。右栏「文件」与 ⌘1 共用 ArtifactsPanel。
- 非目标：后端消息队列、并发会话。
