weichen 431b679746 Pin reviewed U3 r0.4 fixes and validation

Why: Close the independent review blockers and keep Dev, Backend, Agent-Squad and Agent-Native on one exact stream/runtime combination.

Evidence: Review issues reproduced RED then passed; component suites and six HTTP/Playwright cases passed. The staged Dev composition passed make test && make build with 340 governance tests and strict pins; full original receipts are in the task card. Current committed-head CI and review closure remain pending.

Impact: Component gitlinks and task evidence only; no paid A01 or deployment.
