Why: The approved r0.3 candidate now has Core evidence types, Backend normalization and matching generated frontend/UI contracts. Evidence: Core and Backend full Go suites, selected live-tag fake-provider tests, UI 165 tests/typecheck, Frontend 265 tests/build and recursive worktree verification passed locally; final Dev combination follows on this exact commit.
