Why: T2 submodule PRs merged (backend #8/#9, ui #4/#5, frontend #4, documents #10) and the Dev combo must pin the verified combination.
Evidence: combo make test PASS (backend 14 pkgs incl. cardsvc; frontend 9/9; ui 13/13; core ok; agent-command ok); real-binary mock #upload e2e (2 cards, action receipt, pin, dismiss, idempotency); record at documents docs/records/2026-09-30-t2-inbox-verification.md (PR#10).
Impact: gitlinks backend=ba1714d frontend=801a684 ui=bf77de7 documents=<PR#10 head>; task card backfilled; no Dev-side code change.
