Why: Fix the exact Agent-Native consumer chain and publish the r0.4 Backend and browser test candidate as a reviewable Dev combination.

Evidence: Strict pin preflight, component tests, isolated PostgreSQL, six HTTP/Playwright cases, and make build passed. The full local make test was interrupted by an unrelated concurrent fixed-port collision; this failure and prior pin failures remain in the task card. Exact-HEAD CI and independent review remain pending.

Impact: Dev gitlinks and task evidence only; no paid model call or deployment.
