weichen 81dbef26e9 Take the WP1 pins and record the RunState increment on the task card ...

Why: Backend#91 merged the graceful-resume split; Native#30 and
Squad#34 carried the tail repair and N6 fix; Dev pins and the
increment record follow.
Evidence: check-pins pins ok; WP1 chain CI green on every merge head;
acceptance clause 1's library tests GATE on native cb21ec4e.
Impact: every Run now pairs orphan tails before the first request;
gracefully-interrupted subagents resume exactly once.
