Why: Structure confirmation needs the fixed backend component, and that component's project-context imports have to be visible in the architecture baseline.

Evidence: SELF make test && make build exited 0 with backend a4d6404. The first pin attempt failed the architecture ratchet and the store compatibility count; both are fixed in this pin.

Impact: Dev now builds against the human decision schema. Delivery sync, CI, and deployment are still outstanding.
