Why: Backend#94 merged the checkpoint closure wiring; Native#33 and
Squad#37 carried the library work; Dev pins and the increment record
follow.
Evidence: check-pins pins ok; WP3 chain CI green on every merge head;
acceptance clause 2's tests GATE across layers.
Impact: rollback evidence complete (eligibility, symlink guard,
partial restore, retention, HTTP).
