Why: the plain-base scenario must not run in the phase-3 RDM-combo sweep.

Evidence: frontend 986ebdb self-skips unless E2E_PLAIN_BASE=1 (phase-3 rerun
showed 4 rdm-audit tests passing); full e2e rerun follows this commit.

Impact: modules/frontend pin e058adc -> 986ebdb; e2e.sh phase 4 injects
E2E_PLAIN_BASE=1.
