结果与验证

结果：壳层改为顶栏 + 项目左栏 + 卡片流右栏；内联确认卡支持阻断与决议后折叠；墨绿为可选主题。领域弹层仍只在工作区声明存在时出现。
验证：make test 通过（boundaries、core、backend、frontend 61、ui 79、agent-command）。mock 浏览器核对了主界面、待处理筛选、阻断卡、折叠行与墨绿主题。
影响与剩余项：命令确认卡的动作响应仍是决议前快照，前端在 confirm/cancel 后补拉一次卡片列表。未改后端。阶段徽章只在 settings.stage 有值时显示。
