weichen 612b51bdb4 Register the route package edges in the architecture baseline ...

Why: The dependency ratchet blocks new edges by default; the unique
router's four edges (route->intentgate, runmgr->intentgate,
runmgr->route, server->route) are the I1 router's intended shape.

Evidence: lint-architecture.sh ok (73 edges) and negative probe ok.

Impact: Policy baseline only.
