Add fast-slow display design r1.1 and U1 plan

Why: Record approved stage-4 design with R03 splits and U1 exit
whitelist, plus stage-5 U1 implementation plan for review.
Evidence: Document edits only; no runtime verification.
Impact: Documents proposals INDEX; no business code.
