Add svc unified deploy and one-time login key proposal r1 923537e9a1 
Why: capture the reviewed design for binary/source install, env prep,
and passwordless activation via one-time restricted sessions.
Evidence: SELF source review against Dev af9c2de; implementation NOT_RUN.
