结果：EXT-20 提案（场景、现有扩展点不可组合理由、全部公开符号与 DTO 字段、基座强制行为、兼容、验收映射、分工）与 INDEX 收录条目。
验证（SELF，host 于 52d77f6）：git diff --check 通过；scripts/dm governance check --repo . ok。
Review：host 主模型对照 Backend pkg/extension/regulations.go、internal/app/regulations.go（PR #212 合入 56a7f9f）逐项核对，无阻塞项。
