Generative UI 自动触发 opt-in 设计（r1）
依据：主记录 r2（语义事件 / 预算 / 防自激）；收口稿已知边界；用户 2026-10-12 计划确认「边界三项全部做」并将本表定案作为实施基线。
负责人：裁定 weichen（用户，经执行计划确认）；起草 Agent；更新时间 2026-10-12。

实施面
- Backend：settings schema/defaults；
genui.Auto闸门；runmgr 语义钩子；审计。 - Frontend：SettingsModal 经 schema 出开关（无需专用页）。
- Documents：本提案 + 使用说明边界条目更新。
验收线
- 默认关：无 reminder / 无额外 present 建议。
- 仅 activation∧opt-in 时，材料完成 / 阶段跃迁 / document 工件可触发。
- surface/action/present 路径不重入。
- 第 4 次/小时审计耗尽并停止。
- 冷却内跳过。
