Why: The user approved on 2026-10-14 both r1.1 stage 4 amendments
(explicit per-path source selection replacing the last-write default,
and the fail-closed project settings authorizer callback) together with
the stage 6 implementation candidate, so pending-review markers in the
plan and the contract record no longer matched reality.
Evidence: User review message recorded in the proposal's new review
conclusion section with the reviewed object versions (Documents
62c2e234, Dev 3336bcbe, RDM 931fc4c3); no command execution involved.
Impact: Plan r1.1 and contract record r0.3 now state approval; the base
release stays a user-owned dual-key action and stage 7 formal
acceptance follows the approved release dependency.
