Merge origin/main into the duty matrix branch

Why: project settings must keep the shared duty draft and must not regain template document creation from main. Evidence: SELF vitest 292 passed, tsc --noEmit passed, knip unused exports 43. Impact: the duties tab stays assignment-only while conversation ordering from main is included.
