Skip the project surfaces request when no project is current.
Why: Opening a conversation without a current project (e.g. a member removed from every project) requested /api/projects//surfaces, which the Backend router cleans to /api/projects/surfaces and answers 404.
Evidence: src/store.ts openConversation now calls api.projectSurfaces only with a non-empty project id; test/open-conversation-no-project.test.ts covers both the no-project and project cases. CI on this head is the gate.
Impact: Frontend store only; with a current project the behaviour is unchanged.
