Why: On an empty workspace the primary button and the empty state both say to start by creating a task, but the action only toasted that a project was required.
Evidence: A fresh embedded instance returns an empty project list, so the first click never opened a conversation.
Impact: The first task now creates 「默认项目」 and opens it. Existing projects are unchanged.

空库时主按钮「新建任务」只提示先建项目。现在先创建「默认项目」再打开会话；已有项目时不另建项目。
验证：tsc -b 通过，vitest 40。浏览器空库点一次得到「默认项目」和一条会话，再点一次仍是这一个项目、会话变为 2。
合入后 Dev 仓 fix/empty-create-task 的 gitlink 才能合。
