Evidence: make contracts copied modules/core/ts/types.ts. No screen or event changed.
Impact: contracts.ts only. The existing plan, inbox, and HITL cards stay the UI.

Blocking a user prevents them from interacting with repositories, such as opening or commenting on pull requests or issues. Learn more about blocking a user.
Why: 契约镜像要带上脚本步骤和 critic 字段。
Evidence: make contracts 后 vitest 53 通过。没有新界面。
裁定：路由先命令总线，再绑定工作流，最后才是普通回合。工作流启动时拷贝定义。声明式最多 20 步；模型生成最多 8 步，不能含 script，执行前必须确认。critic 每步最多重试 3 次、缺省 1 次，整条最多 6 次，无法解析按不通过。脚本开关 runtime.workflowScripts 缺省关闭。模型写的脚本必须确认，插件自带的不必。回调走工具执行入口，不能调用 run_python、run_shell、run_workflow 和派发类工具。小队入口不提供 run_workflow。本 PR 不合入。
