目标

防再发：管理员建号路径（UsersPanel）此前无任何自动化覆盖，backend 8dfc223 契约变更后 UI 建号在部署环境 400（json: unknown field name）。本 PR 以 Playwright 场景把该路径钉进组合验收线（Dev 仓 scripts/e2e.sh 驱动，种子账号即基座管理员）。

场景断言

建号请求体严格为 {owner, profile:{name}}（无 password/isAdmin）
成功提示逐字含「待初始化」与 user initialize-account 发放指引
用户表出现新账号且状态为未设密码、无 ADMIN 位
表单说明与后端流程一致
用户名按运行加随机后缀，重复运行不因 409 假红

验证

对部署共享 dev（rdm-8fcf584）实测 1 passed（SELF，Dev 任务卡 evidence）
e2e.sh 组合线运行证据与 GATE 见 Dev 侧任务/PR

Guard the admin create path with a browser e2e scenario 119fff96e8

Why: the 400 (unknown field name) outage shipped because no automated
check drove the UsersPanel create path against the strict backend
contract; this scenario pins the request body, the pending notice, the
table row state and the CLI handoff hint into the composition suite.
Evidence: passing run against the deployed shared dev (SELF, task card).
Impact: e2e/ only; no production code.
