Why: I3 adds the reader/evidence-panel module whose contract types (documentCockpit.ts) are consumed by tests and the I4 combination work; the repo's knip ratchet exists for exactly this deliberate, documented raise. Code paths themselves reduced first (attempted de-export churned unrelated surface, reverted in favor of the baseline bump). Evidence: knip 51 <= 51 via scripts/check-knip.mjs; vitest 324/324; tsc and vite build green. Impact: baseline file only. Refs: rollout I3
