注册 2026-09-21 已合入 dev 的新包与跨模块边（force-material-chunk-index、
mineru-doc-parsing、workflow-scope-weighting、doc-notify 等遗留的登记漂移），
恢复 arch-check --mode block 在 dev HEAD 的可通过性。纯注册表同步，无代码改动。
