chore(web): add Playwright UI-only acceptance skeleton

Add @playwright/test, headless config, and document-revision-runtime specs gated by RUN_UI_ACCEPTANCE without mocks, routes, or API/DB fixtures. Co-authored-by: Cursor <cursoragent@cursor.com>
