+- 用户目标：将 Agent-System 内管理/规范系统复制式迁移到独立仓库 Development-Manager（`/home/weichen/projects/Development-Manager`），关联远端 [weichen/Development-Manager](https://git-home.u1680832.nyat.app:30319/weichen/Development-Manager.git)；自举自治；新增项目登记表实现单机统一管理；为后续中心服务端演进预留。
