+把已完成的 Phase 2 代码从本地 `dev` 合入 `test`，重建并冒烟测试环境，供人工实测。不实施多意图 HITL。

+- test 库 notify/workflow_advance/projection 切 live（L4 去 hook 后 off 会停写）；FAV 保持 off
