chore(ops): remove Herdr agent roles and dispatch scripts

Drop live roster/policy and herdr-agent start/dispatch helpers so collaboration follows AGENTS worktree/mutex only; archive prior governance evidence. Co-authored-by: Cursor <cursoragent@cursor.com>
