weichenandCursor 9005766b62 test(intent): lock legacy multi-intent plan routing 
Keep write combos and internal-chain summaries on the current TopIntent path so U2 shadow proposals cannot silently change production.

Add RUN_STATUS_QUERY/RUN_RESUME/RUN_RESTART with matcher and coordinator
handlers; write QUERY_PROGRESS/SUPPLEMENT_INFO subtypes to V2 frame; support
safe query+query multi-intent plans via IntentPlan dual-write.
