weichenandCursor db1706cd24 feat(docrevision): send clipped diff text to the change-report narrator 
The narrator only received counts, so it could not describe the actual change. Caps keep the full document out and leave the input digest unchanged; the flag stays off.

weichenandCursor 686f739b19 fix(pi-agent): enforce a no-tool reasoning profile 
语义摘要、变更叙事和 U9 分段改为请求 reasoning。该 profile 的 argv 使用 --no-tools 且不加载搜索扩展；未知 profile 拒绝启动。文档生成仍保留读写工具。

weichenandCursor 848a0457a0 fix(chat): stop treating failed summary writes as durable 
新增 chat_summaries 迁移。数据库写失败会返回错误并标明仅本进程可见。test_manager 血缘改用文档版本，不再写死 1。

weichenandCursor 033462a4e6 fix(authz): separate capability readiness from configured flags 
管理台不再把开关值当成能力已接入。lineage 读取必须落在 URL 项目内，并按两端文档可见性裁剪，跨项目或不可见文档只返回空列表。

weichen f1404d5bd2 feat(sysadmin): add system admin aggregation API and system_settings store 
- new internal/sysadmin package (overview/kb/features/settings) with small
  port interfaces; business packages stay unaware of sysadmin
- new routes /api/v1/admin/system/{overview,kb,features,settings} guarded
  by requireSystemAdmin
- goose 00049: system_settings table (key/jsonb value, updated_by/at)
- SettingSpec whitelist registry with DB > env > default precedence
- register sysadmin in module-boundaries.yaml (archtest rules)
