fix(tooling): emit NDJSON MCP responses for agentctl and jev
...
Cursor IDE loads pi-subagents (NDJSON) but not agentctl/jev which replied
with Content-Length framing. Align send() and mark type=stdio in mcp.json.

Extend agentctl SQLite with catalog tables, CJK FTS5 recall, hard/soft
overlap gates, fail-open embeddings, backfill, and MCP/skills hooks so
cross-conversation designs cannot silently conflict.

Wrap the live coordinator in project Cursor capabilities so agents
default to leases, docs apply, and daemon enqueue. Track skills/hooks/mcp
via .gitignore exceptions; guard destructive git with ask permission.
