weichenandCursor 2c1d040ccf feat(events): add FAV subscriber shadow without live writes 
ObserveShadow computes intended outcome only and refuses FAV_DEGRADED_READ; HandleLease and Register(fav) stay fail-closed.

weichenandCursor 92d7a3d117 feat(api): add FAV vault status stub with gated publisher 
Expose GET /api/v1/vault/status and only wire in-process Drain when
FAV_PUBLISHER_ENABLED is explicitly true; degraded read stays off by default.
